redhat/configs: Make CONFIG_RTC_DRV_TEGRA=m

Upstream Status: RHEL-only

We originally enabled CONFIG_RTC_DRV_TEGRA as a built-in, but apparently
there's no reason for that. Make it a module instead to be consistent
with kernel-ark.
