cifs: update to 5.16 plus some additional patches

This patch series contain no new functionality except fscache but fscache is disabled so the code is inactive. The rest of the patches are mostly hard to reproduce fixes for DFS/DNS and Reconnect contributed iand tested by the MS Azure team. So testing should focus on regressions.

the patches have all been tested manually and also gone through the upstream regression tests in buildbot.
