Fix hibernation on aarch64 when KFENCE is enabled

Backport upstream commit a8bd38dbc57c2fe074df2c9e549b9c2ad3183c83 which fixes hibernation on aarch64 when KFENCE is enabled.

Tested: Standard_D2pds_v5 VM was hiberanated and resumed on Azure sucessfully with this commit.
