redhat: include resolve_btfids in kernel-devel

Summary of Changes

Since a166d42a, resolve_btfids is compiled as a host program and therefore the compiled binary was removed from kernel-devel in c55c3ac4.

This, however, breaks building OOT modules against the kernel-devel package. To resolve that, use the trick that commit 2c0c8979 introduced for scripts, i.e. build resolve_btfids after installing kernel-devel on the target machine for cross-compiled kernels.
