As podman 5.0 requires the Quality of Service of the IO cost model based controller (CONFIG_BLK_CGROUP_IOCOST) which currently implements "io.weight" proportional control, we need to enable CONFIG_BLK_CGROUP_IOCOST now.

Since Fedora also has this kconfig option enabled, move it under the common/generic directory.
