Base enablement of the Renesas R-Car S4 SoC

This is the base enablement of the Renesas R-Car S4 SoC. Drivers are
updated/backported as necessary to support the Renesas R-Car S4 SoC in
RHEL (for automotive). The following subsystems are in scope:
Clock controller, Reset controller, System controller, Timer, Thermal,
Watchdog, Pin control, GPIO, I2C, SPI.
