Draft: CKI friendly MR for 6.4 mm backport

NOTE CKI reviewers: this MR is removing module licenses and will cause modules to appear to be removed when they are in fact not.

The 6.[1-4] mm backports were created without follow up fixes so that performance measurements could be taken of the raw code.

This MR may turn into backports of the follow up fixes, but for now contains patches that fix known problems so that CKI can run without failing horribly.
