redhat: version two of Makefile.rhelver tweaks

Fixes: f12ec07e (kbuild: remove --include-dir MAKEFLAG from top Makefile)

Recently we backported commit 67d7c3023a67 (kbuild: remove --include-dir
MAKEFLAG from top Makefile) from upstream. The changes in this commit
are incompatible with our downstream changes to the main Makefile to
include Makefile.rhelver, and now attempting to build the kernel in an
external build location fails because Makefile.rhelver can no longer be
found.

This problem has been already solved in ARK, since ARK picked up the
conflicting upstream commit much sooner than RHEL 9. Let's backport the
commit from ARK that fixes the problem.
