Draft: Upgrade most of TTY to v6.7 for 9.5

This is a pull-up of TTY to v6.7 to accommodate getting a newer PREEMPT_RT version applied. It effectively undoes the TTY/printk PREEMPT_RT bits so the RT pipelines fail. I am currently working with the RT team on the logistics of reapplying the RT bits (be it in a dependent MR that's merged along with this, or smashed on top of this one).
