mlxbf-bootctl: update to v6.7

This MR updates the mlxbf-bootctl driver to the latest version on
upstream. This update is recommended by NVIDIA to support features
needed by Bluefield-3 DPUs.
Tested performed:
- Queried basic sysfs files (SKU, OPN, OOB MAC, etc)
- Tested RShim logging
