mlxbf-tmfifo: update to v6.7

This MR updates the mlxbf-tmfifo driver to the latest upstream version in
order to support the Bluefield-3 DPU. All commits are backported from Linus tree.

Tested performed:

  • Booted this kernel in the BF3 card
  • tmfifo serial console works (can get boot output and login)
  • tmfifo networking works (can login through ssh and copy files)
