redhat: rewrite genlog and support Y- tags

Rewrite genlog to make it easier to support different tags used in downstream releases, and where applicable also use same regexes as in CKI/kernel webhooks.

Goal is to make various parsers (genlog, kmt, KWF) as similar as possible.
