redhat/configs: reenable CONFIG_IFB for automotive

As part of the automotive kernel cleanup, CONFIG_IFB from drivers/net was removed and this is causing a test to fail. Based on the description of IFB at https://wiki.linuxfoundation.org/networking/ifb, we likely should reenable this for automotive.
