Update 9.4 RT (not printk) part 1

The goal of this merge request is to update the RHEL9 RT source code with recent changes to match upstream RT tree linux-rt-devel.

Due to the high complexity and the currently observed volatility of the printk source code, printk related changes are being treated separately via different ticket and merge request.

In order to facilitate review, accelerate merge of individual chunks, and possibly make it easier to revert specific patch sets, the update process will consist of multiple parts, each part having a corresponding MR.

Update 9.4 RT (not printk) part 1 (this MR) contains patches that apply cleanly, i.e., do not present merge conflicts.

Patches causing merge conflicts will be treated in different MRs.

This document presents additional details along with feedback collected from the KRTS team. Feedback and suggestions from all teams is more than welcome.
