Integrate UFS Backports for Qualcomm Hardware Support in CS9

This merge request represents the continuation of a task that was initiated by several requests from Qualcomm to integrate new features for supporting their hardware in CS9. This MR specifically focuses on UFS backports, but also bring some missing commits in the previous and should be considered as chained to the previous one, which it depends on.
