Draft: drivers: net: turn on XDP features for atlantic

We backported the feature flags to the drivers in d892a11e ("drivers:
net: turn on XDP features") already. At that time, atlantic did not support
XDP, but this was added later. Therefore, we only add the XDP feature flags
to the atlantic driver, and ignore all other files and fixes.
