Backport MANA updates and bug fixes

Bug fixes from upstream and net-next for MANA. Clean backport.

Included fixes:

• Fix perf regression: remove rx_cqes, tx_cqes counters for MANA (bug 2212006)
• Support for VLAN Tagging for MANA (bug 2214810)
• Fix doorbell access for receive queues (bug 2218974)
• MANA Jumbo Frame Support (bug 2219550)
• New MANA VF performance counters for easier troubleshooting (bug 2219551)

Testing: Compile tested.
