redhat/configs: enable TEGRA186_GPC_DMA driver

Summary of Changes

Fix enabling Tegra DMA driver. The commit enabled it but there was another config in the aarch64 sub directory that takes precedence so the end result is the driver remained disabled. Remove the deeper option as it's not required.
