redhat: rpminspect: update config

Bugzilla: INTERNAL Upstream Status: RHEL only

Ignore perf tests, some are in direct assembly, and are not built with debuginfo, so they raise couple failures. Also skip subpackages inspection as it will keep failing until rpminspect can compare against latest build attached to errata.
