wireless: update to v6.4 + bugfixes

Tested: Regression testing with various WiFi cards models from various vendors (Intel, Mediatek, Realtek, Qualcomm, Broadcom)
Depends: !2703 (merged)
Omitted-fix: 2b69d242e2 ("wifi: iwlwifi: fw: print PC register value instead of address") Not needed for normal working, it only fix a value shown in a debug message. I can't check it's done right, so the risk of backporting the fix out of order is not worth it.

Wireless core and drivers update to v6.4 + bugfixes from net(-next) and wireless(-next).
