Upstream Status: RHEL-only

RHEL does not support the USB gadget subsystem on x86, hence, since DWC2 and DWC3 are only used gadget mode, let's disable CONFIG_USB_DWC2 / CONFIG_USB_DWC3 and its dependent CONFIGS on x86.
