redhat: Rename configs/ark to configs/rhel

kernel-ark commit 7255ff39a404 ("redhat/configs: rename ark configs dir to
rhel"), as the title explains, renamed the ark directory to rhel in
kernel-ark. This has caused much confusion for centos-stream-9
contributors ask we now have redhat/configs/ark in centos-stream-9 and
RHEL, and redhat/configs/rhel in kernel-ark.

Fix this inconsistency by renaming ark to rhel in centos-stream-9. This
does obfuscate the history of the changes [1], but that is outweighed by
resolving the confusion around the configs.

[1] 'git log --follow' can be used to track the change history
