Draft: Merge tag 'kernel-5.14.0-284.10.1.el9_2' from 9.2

Bring in changes from 9.2 tag kernel-5.14.0-284.10.1.el9_2.

The change to Makefile.rhelver was dropped since it is not applicable to centos stream 9.

There was a trivial conflict in the file drivers/md/dm.c, because centos/9.3 does have the upstream commit 86a3238c7b9b ('dm: change "unsigned" to "unsigned int"') backported, thus had to fixup the merge in the alloc_multiple_bios function where we have the num_bios parameter as unsigned int now.
