Add "Phase A"-ACKed symbols into stablelist

Add "Phase A"-ACKed symbols into (preliminary) stablelist

Note that:

• this is a preliminary stablelist reflecting current stablelist review, it is not final and symbol placement of any symbol present in this series in the final stablelist is not guaranteed,
• symbol checksums cannot be frozen at this time,
• this patchset will not trigger any subsequent kabi check issues, since they are currently disabled.

To reflect that, symbol checksums have been purposefully zeroed out, forcing symbol checksum update upon review completion.
