[RHEL9.2 BZ2144376] IDXD driver fixes

Tested: Tested with config to try using shared user wq with sva disabled, and ran dsa_user_test_runner.sh on eaglestream-04.

Summary of Changes

This MR contains a set of upstream fixes for the IDXD driver that have landed in the 6.1, and 6.2 cycles in addition to the fix requested by Intel. Also a couple of commits to ease backporting of the fixes.
