This is a recently reported bug that causes RHEL-9.2 to go into emergency mode while booting on some BIOSes if the "Performance Per Watt (DAPC)" performance profile is set. Reportedly, this commit resolves the issue and speeds up boot time by up to 30 seconds on extremely large, multicore systems.
