drm/vc4: update to 5.18

Tested: on a RPi4 running:

  • Fedora aarch64 image with uboot and downsteam DT
  • RHIVOS kernel

Omitted-fix: 0c980a006d3f drm/vc4: kms: Wait for the commit before increasing our clock rate

Skipped because doesn't apply due to a bad merge in the upstream tree. Reapplied later as 244a36e50da0 drm/vc4: kms: Wait for the commit before increasing our clock rate

This MR backports drm/vc4 changes until 5.18 to fix the vc4 build.

The drm subsystem was updated to 5.18 but drm/vc4 was not because the Raspberry Pi is not officially supported by RHEL.
