Draft: enable tegra234-specific CONFIG items

Al Stone requested to merge ahs3/edge-stream-9:orin/configs-v0 into main 
Basic enablement for the Tegra234 (NVIDIA Orin) platform.  These
are config changes only, and are already present or requested for
ARK.

Upstream Status: RHEL only
Tested: This is one of a series of patch sets to enable the NVIDIA Orin
 platform in the kernel.  This set updates just the CONFIG items
 requested.  Tested by booting on a non-Orin platform for now,
 with make dist-configs, and with the normal CI loop.
