mailbox: qcom-ipcc: update qcom-ipcc

Tested: sanity boot on ampere-mtsnow-altra, sanity boot on qti-snapdragon with
automotive configuration and NSP0 enabled.

Update qcom-ipcc enabled in automotive (sa8540p).

• rebase post-merge of !1393 (merged)
• remove the mentions of omitted fixes from the description. Both commits were backported in !1393 (merged)
