This reverts commits:
    75690d17ab22 ixgbevf: Add support for new mailbox communication between PF and VF
    af4f825c6731 ixgbevf: Mailbox improvements

These commits cause the removal of VFs to take a very long time.  The new
api version introduced by these commits isn't implemented by ixgbe yet,
so it really isn't needed.
