Draft: redhat: initial update to generate auto packages

This updates build components to rename kernel-rt to kernel-auto. The config directory was renamed to auto. The automotive kernel will be based on kernel-rt and this new branch provides a space where we can collaborate with our partners. In this first merge, we want to change the name from kernel-rt to kernel-auto.

Ultimately, we will be creating a new package (kernel-auto). This would not replace the kernel-rt package.
