Update USB And Thunderbolt to v5.19-rc5  
By design the changes here are limited to the usb and thunderbolt drivers.  
Changes which happen to touch the drivers but are tree-wide are selectively  
pulled in, where relevant.  

Omitted-fix: 0cade7885fd5 ("dt-bindings: usb: samsung,exynos-usb2: add missing required reg") for 109/442  
  driver not supported in RHEL  
Omitted-fix: 3d0dc539029b ("usb: gadget: uvc: fix changing interface name via configfs") for 239/442  
  out of scope for this release.  
Omitted-fix: 5812175389e2 ("usb: dwc3-am62: remove unnecesary clk_put()") for 247/442  
  out of scope for this release.
