ACPI, PCI: Power Management fixes

This series resolves RHBZ2015786 "RMB USB4 Power management", focusing on 
power management updates that occured within the kernel's ACPI, and PCI,
subsystems - a lot of the patches are related to synchronizing power
management between these two subsystems.

All patches back-ported cleanly, without conflicts.

Testing: This is the same set of updates/fixes as occured for RHBZ2015785 - 
"[AMDCLIENT 8.7 Feature] USB4 Power management".  For that issue, AMD
performed extensive testing.
