[redhat-rt] move from manual gating to OSCI automated CKI Tier1 test

The manual gating criteria used by kernel-rt, defined by the
manual.sst_kernel_maintainers.kernel-rt.final test, consisted
in running rteval in a specific set of machines on which the
latency profiles were well known.

But OSCI automatically runs a CKI Tier1 test for every kernel build,
a test called cki.tier1-x86_64.functional, that along with many other
interesting tests includes a rteval run.

Given the current state of stability and maturity of the CKI Tier1 tests,
the KRTS team decided to move for a fully automated gating process.

Again, the main criteria for gating will be the result of the rteval
test contained in the CKI Tier1 test, using the other test results as
a tiebreaker for the cases where the rteval result is uncertain.
