crypto: qat: Update QAT drivers upto v5.19

                 4 commits are from herbert/cryptodev-2.6.git
                 1 RHEL-only commit for redhat/configs

Update QAT drivers upto v5.19 as requested by Intel.
Add the latest QAT commits from Herbert's cryptodev-2.6 repo.

All the commits except one apply cleanly, no conflicts, no changes
vs the upstream. The following commit has a trivial context conflict:

crypto: qat - refactor submission logic
