redhat: configs: rhel: Enable CX231XX driver

The customer wants to migrate to RHEL9. The Avermedia camera is equipped on their system, and it can't be driven by the RHEL9 kernel. The Avermedia camera requires cx231xx driver to make it work, so re-enable it.

Moreover, CONFIG_MEDIA_DIGITAL_TV_SUPPORT is disabled in "automotive" so the TV stuff won't be built in the automotive project.
