Rebase to Ruby 3.0.4. (partially backported from Fedora). Fix OpenSSL test failures (Backported from stream-ruby-3.1).

We have a 3.0 modular branch, but I cannot advise putting the OpenSSL patches there, as I am unsure of the compatibility. Other work like the GC fix or rebase itself is from the present upstream work in the f35 branch.
