OSCI-8501: Re-enable LEAPP for test package

Summary of Changes
There is now a mock controller that instantly returns mock results which allows us to test some test setup/config without needing to run the real tests when onboarding components.
Jenkinsfile.frontend-qe-leapp-upgrade
Currently this controller is imported into the OSCI Jenkins, so we can play around with LEAPP. In the future, teams will be able to import this mock controller into their Jenkins. This will enable us to verify that their Jenkins is talking to ci-mediator correctly, and getting the mock results back, so the pipework can be established before trying to add bespoke components to actually run the specific test.
