Summary of Changes

Prevent merge if no pipeline is run.

Check whether any pipelines are run with the current changeset. If the pipeline contains a "start" job then we know a pipeline was run against the latest changeset and we alow the merge.

Allowing merge without testing for certain files in an allow-list is deferred to a later ticket as a nice to have (OSCI-6977).
