mq2radar crash fix from mule
this one does not need dsurface.dll, it does not block /say and /hails it can be loaded and unloaded on the fly and it accepts /loadskin without hanging or crashing, and it wont crash on/q or /exit or /camp either. basically the 2021 version. -eqmule
