Resolve "Update virtualgamepads to 1.3.0"

• Bump virtualgamespads to version 1.3.0:
  This will most probably fix random crashes and definitely fix a styling issue.
• Add logging of vgp to /recalbox/share/system/logs/virtualgamepads.log
