Move Shutdown System option at the top of the Quit menu

Thomas Lorblanchès requested to merge Zlika1/recalbox-emulationstation:change_quit_menu_order into master

UX improvement: when users navigate to the "Quit" menu, 99% of the time they want to shutdown their Recalbox, not reboot it. I then propose in this MR to move the "Shutdown System" option at the top of the list.
