[FEATURE] Publish to quay.io and add Ubuntu Plucky Plush (25.04)

Summary

This MR adds publishing to Quay.io, add Ubuntu Plucky and NodeJS v24 to the list of image builds and removes the deprecated NodeJS v18 and Alpine 3.18

Changes

  • Publish to Red Hat's Quay (quay.io)
  • Add Ubuntu Plucky Plush 25.04 (plucky) to the list images to build and publish
  • Add NodeJS v24 (Debian- and Alpine-based)
  • Remove NodeJS v18 (Debian- and Alpine-based)
  • Remove Alpine 3.18
  • Mention in the README the repositories in Docker Hub and Quay.io where these images are published to avoid confusion
  • Add deprecation notice for Ubuntu Oracular Oriole in README
  • Add deprecation notice for Alpine 3.19
