[FEATURE] Alpine 3.21 + API 30 for WearOS

Summary

This MR adds Alpine 3.21 builds and updates the Alpine-based NodeJS images to Alpine 3.21. Also this now includes API 30 builds, that can be used for WearOS app updates

Changes

  • Alpine 3.21
    • Tag aliases alpine and alpine3 point to alpine3.21
  • NodeJS Alpine-based images updated to Alpine 3.21
  • Added API 30 (Android 11) that can be used for WearOS apps that were already published before
    • [post merge edit]: the API 30 was added in the CI build variables, not in the code
  • Updated some comments on Makefile
