[FEATURE] Ubuntu Oracular Oriole + NodeJS v23 + Clarify Licenses of distributed images

Summary

This adds new Ubuntu 24.10 Oracular Oriole oriole and adds NodeJS v23. Also add an important clarification about license of the distributed container images distributed (spoiler: they are all MIT license)

Changes

  • Added Ubuntu 24.10 Oracular Oriole oriole to build list
  • Added NodeJS v23 to build list (Alpine and Debian)
  • Added jod tags to NodeJS v22 as it is LTS with a name
  • Promote NodeJS v22 to receive the lts tag
  • Promote Ubuntu 24.04 Noble Numbat noble to be new default flavor (including latest tag)
  • Update Readme to clarify that the distributed container images (in rdnxk's Quay and in Docker Hub) also follow MIT license
