Bugfix: allow infinite turnwheel to persist across chapters

Upon chapter completion, _current_turnwheel_uses is updated to -1 (infinite uses) if _max_turnwheel_uses is not defined (or if explicitly defined to -1). This change has the Turnwheel menu option account for this (as it previously did not and would prevent its use).
