[OICS-808]: Created API ClaimNotificationPerson testplan v1.2.3

Closes OICS-808

All logs are failing currently due to mockinsurance not having resource of type "DAMAGES_AND_PEOPLE_PERSON" with status "AVAILABLE" Claim_Notification_person_api_test_V1.2.3-private_key_jwt-by_value-cMTnKmfdfl8an-02-Jul-2024.zip

Logs update: Part of logs pass successfully, part fails due to lack of idempotency key, which is correct. I assume that mockInsurance is not prepared for testing same API calls on two versions. Claim_Notification_damages_api_test_V1.2.3-private_key_jwt-by_value-v0ecPwIBoGDFX-08-Jul-2024.zip
