feat(prelude): Introduce prelude.tmpl

Victor Lowther requested to merge switch-most-use-of-setup.tmpl-to-prelude.tmpl into v4

prelude.tmpl will replace setup.tmpl for all templates that run as tasks under an agent. It is streamlined to omit extra code to install drpcli and set environment variables that the agent makes sure are set.
