Draft: Add Rxy gate with hermite pulses to NV Center backend

Explanation of changes

The NV Center backend should also include the Rxy gates. However, it should use Hermite pulses instead of the already implemented DRAG-pulse Rxy.

An XY8 dynamical decoupling schedule could also be added to the NV Center schedule library.

Needed for Dynamical decoupling experiments.
