Fixes the timing issue for zhinst backend
This MR fixes issue #218 (closed) and introduces a replacement for the CachedSchedule via a pandas DataFrame. This enables easier debugging of the intermediate step for the translation of the schedule operations to the actual waveforms being played in each hardware.
